Neither of these factories is a jersey specialist wearing an "activewear" label for search purposes. Both were built around technical construction from the start, which is the actual filter worth applying to any factory claiming activewear capability: ask what machinery they run, not what category they list on a profile.

What actually drives cost in technical activewear, and why a single price range would mislead you
Every other category guide on this site gives you a price table. This one doesn't, deliberately, because technical activewear pricing spreads too wide for a single band to be honest.
A basic technical top with standard flatlock seams and a stock performance fabric sits closer to premium jersey pricing. The same garment with fully taped, waterproof-bonded seams, a membrane fabric, and laser-cut ventilation panels can run several times that, because bonding and welding are slower, more labour-intensive processes than sewing, the fabrics themselves cost more, and the machinery time per unit is longer. Construction complexity moves the price more in this category than in almost any other Portuguese production type, which is why the general Portugal production cost guide doesn't attempt a technical activewear line and why this guide won't invent one either.
What you can do instead: specify your construction method as precisely as possible before you ask for a quote. "Bonded seams throughout, waterproof-rated" and "standard flatlock seams, no taping" are two different products with two different price points, and a factory can only give you a number that means anything once they know which one you're describing.
What to have ready before you brief a technical activewear factory
Beyond the standard production brief, garment type, quantities, timeline, target price, a technical activewear brief needs a few fields that a jersey brief doesn't.
Construction method by seam. Not just "technical construction" as a phrase, but seam by seam: which are flatlock, which are bonded, which need to be fully waterproof, which are purely aesthetic. A factory prices bonding and welding differently from stitching, and mixing methods within one garment is common in performance wear, so vague language here produces vague quotes.
Fabric performance specification. Waterproof rating, breathability (if relevant), stretch percentage and recovery, whether the fabric is a membrane laminate or a treated woven or knit. "Technical fabric" alone tells a factory nothing they can price against.
Reference garments. More than in any other category, a reference sample or a very specific technical drawing showing seam placement and construction method shortens the back-and-forth significantly, because the vocabulary for describing bonded and welded construction precisely is genuinely specialist.
Certification requirements, if relevant. Waterproof and breathability claims increasingly need to be substantiable under the EU's Empowering Consumers for the Green Transition directive from September 2026, covered in the ECGT guide. If your product will carry a technical performance claim, know what test standard backs it before you brief the factory.
